IMPORTANT INSTRUCTIONS

F 1) All certificates and diplomas alongwith its copies must be got verified from the concerned Exam Board/ authority before submitting to IBCC for attestation. Verification should be submitted in sealed envelope of Concerned Board along with application for attestation of Certificates. Verification forwarded by every Board shall be valid for a period of six months from the date of issuance. 2) Verified copies of the Certificates/Diplomas issued by the Exam Boards will be retained by IBCC for record and will not be returned

to the applicant.

3) Provide back to back photo copy of each document(s) for office record. 4) Attestation of original certificates / DMCs is mandatory if a candidate is required to attest copies of his documents from IBCC.

Enclose Original IBCC Fee challan Form IBCC (C) with application form. 5) Attach copy of National Identity Card of the students/blood relative with the application form.

Application & challan forms will be available in office during working hours on working days.

Applications for attestation will be accepted & received during office hours on all working days, except lunch/pray break from 1300 7)

to 1400 hrs.

8) Doubtful cases will be retained for reverification/ confirmation from the iconcerned Board.

9) Certificates may be collected within seven days from the date of deposit (for clear cases only), IBCC shall have no responsibility in

case of misplacement, if any, after the prescribed period. 10) Documents already attested from Regional offices of IBCC will not be attested by IBCC Islamabad. DMC / Marks Sheet will be

treated as valid for two years only.

11) Original SSC (Matric) Certificate must be deposited for attestation of HSSC Certificate/ Diploma.

12) Foreign Nationals / Afghan Students are required to submit copies of their passports and valid visa or copies of refugee card as the case may be. 13) Original Certificate (GCE, O level/ A level) are required for attestation of equivalence certificate

14) All SSC/HSSC/Diploma/Certificates etc. attested by IBCC before 31-12-2010 require fresh verification from concerned

BISE/BTE/Issuing Authority.

a.Certificates found bogus will be forfeited by the IBCC and following legal action will be taken against those who will submit

bogus Certificates/ DMCS / Diploma:

b Complaint be lodged with FIA for lodging of FIR against the holders of fake certificates/ DMCs / Diplomas.

C. A fine of Rs. 10,000/- as punishment be realized from offender.

d.Ban on attestation of Certificate / DMCs / Diploma for the period of two years shall be imposed on offender in case of reproduction of fake certificate/ DMCs/ Diploma to IBCC.

e.Fake certificates shall be referred to its issuing authority for strict disciplinary proceedings including quashing of educational record as per procedure / Board Rules. Higher Education Commission and Ministry of Foreign Affairs be requested to communicate information regarding fake

f.certificates to local universities and Foreign Missions, respectively.

There will be no failure now, new grading system introduced at Matric Inter level across the country

The Inter-Board Committee of Chairman (IBCC) has approved to increase the age limit for taking examinations in technical boards from 17 years to 30 years in order to provide certificate and diploma facilities to young talents across the country, while intermediate across the country. The study of Qur'an will be taught as an additional subject at the level of 100 marks and will also be included in the scheme of studies. The approval was given at the IBCC meeting of the Heads of Education Boards across the country on Thursday. Formal approval was also given in the meeting to implement a new grading system which will be implemented in the next three years. Secretary IBCC Prof. Ghulam Ali Malah said that skilled labor, which includes plumbers, technicians, electricians, welders and others, need a technical diploma or certificate for employment abroad, but the reason is their age. They don't get diploma or certificate, but now the age of taking the exam has been increased, now they will get diploma or certificate according to their skills. He further said that the existing grading system at matric and inter levels is now being abolished and in the next three years, a 10-point grading system will be implemented in the entire country by the year 2025. will go He said that under this grading system, the term 'F' meaning 'Fail' has been removed from the student's examination remarks and replaced with 'U' meaning Unsatisfactory. Similarly, the students who get marks from 95 to 100 percent will have grade A which is called exceptional. Similarly, A grade from 90 to 95 percent is called outstanding, A grade from 85 to 90 is called remarkable, and B grade from 80 to 85 is called excellent. According to Secretary IBCC, B grade from 75 to 80 is called very good, B from 70 to 75 is called good and C grade from 60 to 70 is called fair, while D grade from 50 to 60 is called satisfactory and from 40 to E grade up to 50 which is called sufficient.

On the other hand, the meeting will also approve that matric and inter exams will be held in April and May and the results will be released by August.

The Punjab Boards Committee of Chairpersons in its meeting held on 16th November, 2022 discussed the writ petition No. 52363/2022 submitted by Ms. Nafar Fatima versus Govt. of the Punjab, vide agenda item No. 2, regarding Marks Improvement policy. As per decision of the committee, it is hereby notified that:

i. The impugned notification No. 96-SY/PBCC/LHR, dated 31-03-2022, issued by PBCC regarding restriction on the chances for improvement is hereby rescinded.

ii. Students will be allowed to avail of as many chances for improvement of scores as they may like.

iii. This order will take effect from First Annual Examinations, (SSC & HSSC) 2019 onwards.

Punjab Boards Committee of Chairmen (PBCC) has announced a revised notification about the improvement policy of Matric & Intermediate students belonging to any Board of Punjab i.e. Lahore, Faisalabad, Gujranwala, Multan, Rawalpindi, Sahiwal, Sargodha, Bahawalpur, D.G. Khan & Mirpur AJK. According to the notification, a students can avail as many chances of improvement as they want; there is no limit on the number of improvement chances for students of Matric and Intermediate. This policy is implemented on all the students who completed their Matric/Inter in 1st Annual Examination 2019 and onwards.
Earlier, PBCC issued a notification about improvement policy in March 2022 in which only 4 chances of improvement were given to the students within 3 years of completion of Matric/Inter. Some students challenged this decision in the Lahore High Court and the case has been won by the students and now the revised notification is announced by chances allowing students to have unlimited improvement chances.

The student of Lahore won the court case and changed the Punjab Improvement Policy

In the days of Corona, on the recommendations of the Inter-Board Chairpersons Committee, the policy regarding the improvement examinations was revised by all the education boards, according to which the Federal Board made all the students appear in the examinations unconditionally for the next four years. However, the Punjab Higher Education Department only allowed students with less than 50% marks.

There was a wave of disappointment among the students from Punjab over this policy, but the brave Nafer Fatima from Lahore did not lose heart and decided to go to court against the Punjab government. He took a stand in the case that they should also be given chances for improvement like other provinces so that the rights of students belonging to Punjab are not lost.


While ruling on the student's petition, the court directed the Higher Education Department to reconsider the matter, on which an official notification was issued by the Punjab Boards Committee of Chairman.

According to the notification, a meeting was held by PBCC on November 16, 2022 on the petition of Nafar Fatima, a student, in which the student's case against the Punjab government regarding the MARKS policy was reviewed.

According to the orders issued by PBCC, the notification regarding improvement chances on 31st March 2022 has been suspended, according to the new policy, students will be able to get their own chances for improvement. It will be on the students who do it and those who follow it
